Customs Commissioner Bienvenido Y. Rubio has all the reasons to retain BOC District Collector Atty. William B. Balayo at the Port of Limay in Barangay Lamao, Limay town, in Bataan province.
Balayo has what it takes to be a Bureau of Customs officer: hitting and surpassing the revenue target assigned by the tax agency and uplifting the morale of Customs personnel through sustainable reform programs.
The Port of Limay under Collector Balayo collected P123.2 billion surpassing assigned target of P122.3 billion, with a surplus of P941.5 billion. The total collection includes those from the nearby Sub-port of Mariveles, host to Freeport Area of Bataan (FAB).
As per Port of Limay performance report, Collection District No. XVI consistently surpassed the monthly collection target from January to December 2023 with a slight hitch in November of the same year.
Observers from the local community said that with Balayo around, smugglers and other groups engaged in illegal activities in Port of Limay will not flourish “because they will be reached by long arms of the law.”
Balayo, a native of Albay province, is known for his uncompromising stance against illicit activities of businessmen engaged import-export trade in the area. To curb these unscrupulous activities, the BOC is conducting a review and revision of policies and procedures by digitalizing all processes in the country’s second biggest tax agency.
